Population growth in Arizona has been among the highest in the nation, increasing 40% from 3.6 to 5.1 million people between 1990 and 2000 (U.S. Census Bureau, 2000). As the number of residents continues to expand, the number of Arizonan’s enjoying the benefits of OHV recreation also has increased. According to Arizona Department of Transportation, Motor Vehicle Division statistics, the number of titled OHV has increased by 359% from 44,000 in 1998 to 299,000 in 2008.
