ATVs

  • There is no minimum age to operate an ATV in Oregon.
  • Persons under 16 years of age must:
    • Have a valid ATV Safety Education Card (or instructional permit prior to receiving an ATV Safety Education Card) in their possession and…
    • Meet the minimum size requirements to operate an ATV (see Physical Size Standards for ATVs page 4 of this topic) and…
    • Be supervised by a person who is at least 18 years of age, is able to assist the youth operator, and has a valid ATV Safety Education Card.

ORMs

Persons at least 7 years of age may operate off-road motorcycles only if they:

  • Have a valid ATV Safety Education Card (or instructional permit prior to receiving an ATV Safety Education Card) in their possession and…
  • Are supervised by a person who is at least 18 years of age, is able to assist the youth operator, and has a valid ATV Safety Education Card.

Side-by-Sides

  • To legally operate a side-by-side, persons must have a valid driver's license.
  • Persons 16 years of age and older who do not have a driver’s license may not operate an adult-size side-by-side, even if supervised by a licensed adult.
  • Persons who are under 16 years of age may operate a side-by-side that is not adult-size if they:
    • Meet the manufacturer’s recommended age (see the owner’s manual) and…
    • Have a valid ATV Safety Education Card (or instructional permit prior to receiving an ATV Safety Education Card) in their possession and…
    • Meet the minimum size requirements (see Physical Size Standards for Side-by-Sides page 6 of this topic) and…
    • Are supervised by a person who is at least 18 years of age, is able to assist the youth operator, and has a valid ATV Safety Education Card.
