Understanding Operator Requirements
- Persons under 8 years of age may not operate any OHV on public lands, roads, or trails in Utah.
- Persons 8 to 15 years of age may operate an OHV on public property designated for OHV use only if they have a safety education certificate from the Utah State Parks and Recreation Department or their home state.
- Persons 16 years of age and older may operate an OHV on public property designated for OHV use only if they have:
- A valid driver’s license or …
- An approved safety education certificate.
- Persons at least 8 years of age and under 18 years of age may operate an OHV on a public highway that is open to motor vehicle use and not reserved exclusively for OHVs only if they:

To obtain a Utah safety education certificate, the operator must successfully complete the
Utah State Parks and Recreation Department’s OHV safety education course.
